No login prompt when connecting to FTP site with iPad.

I have setup an FTP site on my Windows server that requires a user\password to access. I can access the site from any of my windows based system and get prompted for a userid and password. The login works fine and I can access the directory.

When I try to connect to the site with the iPad all I get is a "no permission" you do not have permission to view "/". If I enable anonymous logins I can connect just fine. Does the iPad require an FTP client to manage the logins?
