You can call your carrier and ask to have a specific number blocked. That's pretty much it.
I suppose you could add a custom "silent" ringtone, set her contact name as "Do Not Answer", and remove her contact picture if you really want to go through all the trouble.

You could create a silent ringtone and assign it to her; at least that way it wouldn't bother you as much or wake you up.

Download a app called youmail it's visual voice mail you can set up vmail greetings for for certain contacts there's one that goes doo doo doo the number you have reached has been disconnected few other creative ones have fun

As legal self-defense charges for harassment you could either...
1) Call the local Police and file a restraining order.
2) Give her number to 4chan.
