MLS profile manager

Can anyone explain the relevance/importance/consequences of associating a user and a device in profile manager? If I assign a device that's already assigned to another user, it seems to get removed from the first user. So it cannot have anything to do with logging in to managed Macs or there could be no shared resources.

Thanks!
