Nope. The 4S' bootrom hasn't been exploited to enable it. The A1 generation of devices has actually been able to run a version of Ubuntu and been running it it for a few years now.

I don't mean ubuntu, but Ubuntu phone OS that hasn't been release yet. Still not possible?

Does it matter if ubuntu OS is release or not? Even if it's release, people need to find an exploit to inject those codes into iDevices. Without jailbreaking it's not possible.
