There are a number of film burns and lens flares that you can get (some a free and some cost money) and then composite into a video to get those kinds of looks. There are tutorials out there on how to try and mimic a film burn look using color correction tools and the like but they never look as organic or natural as the real thing.

The flashes occur as the shutter and film gain and lose speed when the camera runs and stops. The fogging occurs from light leaks, such as an improperly sealed mag, or at the beginning and end of a reel.
