I'm not exactly sure what your looking at, but the second one (the i7) will very likely be faster.
Do you have more details of the computers your comparing (like the model numbers)?
The difference (that you listed) is 2 different CPU's, but it's impossible to just compare computers using just CPU's operating frequency as there is much more going on inside a computer that effects "speed".
An effective 4 cores will beat 2 cores. And i7 has other advancements as well. No comparison, really. But your usage might mean other aspects if the system could matter more, such as screen quality, keyboard, battery life, size/weight...
