I have a 2010 MBP and while I love the portability of it I'm thinking I may need to get an external display. I'm wanting to convert some old VHS tapes to DVD and I think this will be easier.

So my question is would it be best to get an older Cinema Display or a newer Dell/Samsung/Whatever?

I don't need anything entirely too fancy but I want it to look good. I've used a 13" MacBook since 2006 but for messing around with the video I would like something bigger, and I may play some games on it.

As far as video, it'll be basically VHS to DVD, maybe adding some titles or transitions with iMovie, so I won't need anything professional.

Pixels degrade slightly over time, get a new one. Go for the Dell, depending on your preference and budget the UltraSharp U2412H, UltraSharp U2713HM or the UltraSharp U2913WM. The Dell S2440L is also great if you're on a budget.

They all look good:
