macOS UITextView not showing scroll bars

Hi. I'm using the Interface Builder that comes with the iphone sdk. I'm trying to display a textview with scroll bars. I've tried all sorts of things... filling the textview with text... changing the inset values... but there aren't any scroll bars. I'd appreciate any help. Thanks.
