Iphone 3g stuck on connect to itunes/1013 error

The other day my iphone 3g "text" me & said i need to "restore using itunes or you will not make/receive calls". I connect the ipod 3g to itunes and it started to restore automatically (apple logo and a loading bar screen below) the loading screen got to 99% then the iphone 3g shut off then a message on itunes pop up saying "can not be restored error 1013". Then i tried again with a different firmware but error 1600 pops up. Can someone please help thanks I also tried a different cpu but same thing happens

Iphone=iphone 3g 8gb
Computer=laptop windos vista
itunes=lastest one 9

Try installing iOS 4 via DFU Mode. If that ends up with error 1013, use Umbrella/rslite/iRecovery to kick it out from Recovery Mode and wait for iOS 4.1 (which will come with a baseband update as well) or install beta version right now (if you're a dev, of course).
