And also, if I want to import from time machine do I have to install OSX? Can I import a CCC back up onto a different machine, or will it cause driver issues?

In both cases, TM and CCC you need a properly formatted target disk
OSX does not need to be installed on that disk

For CCC, you would boot from the clone and then clone to the new disk
For TM, you would boot from the install disk (Leopard or SL) and restore from there

If it is a different machine, you would be best to do a fresh install of the OS on the new drive and use Migration Assistant on either the CCC or the TM to ensure compete driver compatibility
