I'm wondering if I install Lion when it comes out if it will delete my files or installed programs. Also would Final Cut Express work on it still.

Of course, you have to judge based on past upgrades since Lion isn't out yet.

I think it is safe to say you won't lose anything unless there is some type of failure. Which as good practice, you should always have a Time Machine backup done just prior to upgrading any OS.

No Apple upgrade in the past has (intentionally) caused anyone to lose files. While bugs can be encountered or glitches can happen during the process, and thus a backup is always a good idea, you shouldn't need to plan on restoring your files, as they will all still be there for the vast majority of those that upgrade.
