I JB my iPhone 4 with pwnage on 3.2.1 and I like it. How can I tell if my phone is also unlocked? I don't yet have another miniSIM to try until I travel to Europe in summer.

The answer is easy its not. Unless you have baseband 1.59 and install ultrasn0w or alternatively you purchased the imei unlock then its still locked.
I have the same question as OP I have an iPhone 4 on BB 01.59.00 and installed ios 4.3.1 via PwnageTool. I went to Cydia and installed ultrasn0w 1.2.1 on my phone.
So besides buying or using another sim card is there a way to tell if it is unlocked for sure? Or is it pretty much for sure unlocked once I used ultrasn0w?

If you have 01.59 baseband and you have installed Ultrasn0w. For sure it is unlocked now, just pop in sim card from other carriers and see you can use it.
