Most video cameras that do 1080p 30fps can also do 720p 60fps. Is this possible with new 4s?
You can't just "get an app" for something like this. Apple would have to update the phone's OS itself to get this sort of functionality. App Store developers aren't allowed access to the video-recording parameters, they may only access the pre-made video recorder provided by Apple.
No, we have fairly low level access to the video recording parameters, including video resolution + framerate. There would be no issue at all creating a 720p60 recorder, if the camera supported 60fps recording - which I think it doesn't (unless this is an API restriction). When I've tried 60fps before it's only output 30fps, at any rate.

I'm not totally sure, but I think I've tried it. At least I've tried it on the 4 and the iPad 2. There seems to be some software or hardware limit on all devices, if you try to set the framerate outside of a certain range (which tops out at 30fps) if ignores you and uses the default rate.
I need to experiment a little with framerate on the 4s for something else though, so I'll give it a quick go soon and report back if there's any change.

What file did you change?If you have a jailbreak iphone 4s, you can shoot at 60fps! Myself managed to change the file system to come that! sorry for translation
