MacBook Pro not charging when in high 90% charge
I am running Lion 10.7.4 on a 13 inch late 2011 MacBook Pro. I have noticed that if the battery is anywhere in the high 90% range (say from 95-99) and I plug connect the charger the laptop will not actually charge. I'm wondering if anyone has had this experience or has any ideas about it.

I believe it's working as intended.

You are claiming the laptop is intended not to charge if the charge isn't full? Is there a reference you could point me to where you have read this?
