Creating OS X Configuration (Provisioning) Profile

Hi
I'm trying to create a provisioning profile that configures a VPN when added to a Mac, but I don't have OS X Server (any version). Is there another way? I can't find it, and my self-made XML files don't seem to work.

You need to have something in the middle to talk to the APN servers.
