Need a program suggestion

So right now I created a pattern that I need to create 100 times, each time getting 2% smaller.

I need to arrange these patterns with varying sized onto a sheet of 18"x24" size.

What program would allow me to 1. Crop this pattern out and 2. Arrange these patterns on 18x24?
