Everytime I create an order, an iTunes sync undoes it. Why?

I create an order of apps that i'm happy with, put certain apps into folders (such as games into a games folder) & have them arranged how i like.

Then when i sync with iTunes, it undoes the order & deleted most of the folders except those on the first couple of pages.
My 2nd page has about 3 apps, the 3rd page has 5, instead of them filling out pages & being in the order i selected.

Why is this happening?

any idea with this one? As it's getting pretty irritating every time i sync with iTunes.

More information needed. What version of iTunes? Is it for Mac OS X or Windows XP, Vista, 7, 8? What iPhone, what iOS version?
