InDesign effects

I'm working on some bits incorporating logos created by other people. This involves re-sizing artworks to fit different sizes. They've created these using InDesign effects such as drop shadows and outer glows featuring various degrees of noise and spread. I'm using CS5 and regardless as to whether I select "Apply to Content" or "Adjust Scaling Percentage" under "When Scaling" in the preferences, the values remain constant - shadows and glows do not scale in accordance with the size of the logos; anyone else experiencing this and has a fix? It's driving me NUTS!!!
