Understanding my iPhone iCloud ?

This thing says its "almost full" but the thing taking the most space on my backup shows its my photos. Understandable. What the hell are the other 4.5 gigs of space ??? I am so confused.

I have no idea what else is being backed up, everything under cameral roll is very low space.

You could delete the backup and do it again to see if it fixes the issue.

Not working, I have spottily saving about 3.5GB on my iPhone. But supposedly that stores on the iPhone not iCloud, might that have to do with it?

It might also be backed up as well, you can toggle that app off.
