Can't turn off voice over

I've turned off the Voice over utility by using the keyboard short cut AND in the preferences and I STILL can't shut it off completely. In preferences it says it's off. But random things like adding a song to the Spotify app will get announced by the computer.

WTF!?

Anyone know what this is? Why can't I make this ********** thing shut up!?

I have the same problem

I am on the same boat. I don't know what to do.

It happens with announcements, etc. It doesn't stop.
