It could be pushing the graphical limits of the iPhone 4. The iPhone 4 and the 3Gs share the same GPU. While in the 3Gs, it's powerful. In the iPhone 4, it's greatly underpowered for the screen resolution.

Considering that Google maps uses the same technology as Apple Maps (Vector Map technology). Apple Maps is much smoother on iPhone 4. Shouldn't the Google Maps be as smooth as Apple's?
Perhaps, Google maps is not using GPU acceleration at all, whereas Apple Maps might be using it resulting in greater smoothness. This is just my guess.
