How to import subtitles in Encore 3

Yes, I'm using an older version for now, it's what was included in my CS3 Suite.

The movie I'm currently working on in Encore has already been uploaded to YouTube. So rather than retyping the subtitles in the Encore Window, I downloaded the subtitles from YouTube and got the following info:

0:00:02.950,0:00:07.510
This is sentence number one blah blah

0:00:07.510,0:00:13.450
This is sentence number two blah blah

0:00:13.450,0:00:18.900
This is sentence number three blah blah


I then converted this info in the following format and saved as a .txt file:

1 0:00:02.950 0:00:07.510 This is sentence number one blah blah

2 0:00:07.510 0:00:13.450 This is sentence number two blah blah

3 0:00:13.450 0:00:18.900 This is sentence number three blah blah


When I tried importing the file in Encore (Import Subtitles > Text Script), it gives me the following error message: "Invalid timecode found in subtitle script line…"

What am I doing wrong?

Okay, I figured out why it's not working. The subtitle needs to be in this format:
1 00;00;04;08 00;00;06;25 This is sentence number one blah blah

1Subtitle number 00Hours 00Minutes 04Seconds 08Number of Frames

But how do you interpret the following from YouTube?
0:00:02.950,0:00:07.510
2 looks to be seconds, is 950 the frame? If so, do I round it to 10?

So, convert it to:
1 00;00;02;10 00;00;07;05
