moving Itunes to new computer.

Girlfriend purchased a new PC laptop to replace her old one. All her music is now and has always been stored on an external hard drive. How do I set her new machine up with all her playlists etc from the old one? Any help appreciated.

Windows or Mac?

Also is the iTunes library file stored on the external HDD or under her user area on the machine.
