My brand new iPad's level is way off ... not even close. Is this typical or do I have a lemon? Can the gyros be adjusted or are they fixed? I'm not a perfectionist, but this affects many apps.

No. That is not typical. I would take it to an Apple store if possible, if not, definitely call Apple.
