iPad ATV Remote keyboard grayed out

Why can't I use it? There are all sorts of posts online (most from several years ago) saying you can do this, but I can't figure out how. My remote app shows a small keyboard (icon) on the upper right hand corner in gesture mode, but I can't use the keyboard. The icon is grayed out. The keyboard does NOT pop up when a search box is up on Apple TV, nor can I use my BT iPad keyboard.

Try force quoting the remote app

If that doesn't work, try restarting your ipad.

Mine pops up automatically whenever I get to someplace I need to enter text
