Hold the Option key at start up, you get into a boot screen.
Or
Hold C key at start up.

But, can Mac's boot from a Windows Install DVD????

Press the option key during boot up and you should be able to select what drive to boot up from.

Additionally within OSX you should be able to select the optical drive from the startup disk preference within the system preferences.

Use a genuine OSX or Windows DVD.

Press the "C" key while booting. This will boot from a bootable CD if available, if not then there's something wrong with your OptiDrive or boot CD.

You can't make the CD the default boot drive without a key press (option or C)
