Hey, Im in a rush, does anyone know of a simple FREE app that will allow me to load a video and type in a start and end time and it will cut the video to that time and export it?

Another vote for the free QT X (or the commercial QT7 Pro.) (Also see my just-posted post at https://forums.macrumors.com/threads/1520546/ for more info on the latter.)

Actually, you can use the "i" and "o" keys in QT also.

Not sure if you can do this in the free version,

You can. It's just that you can't freely select and copy a region of the video to a new one via sliders or I/O, unlike with the commercial QT7 Pro: all you have is trimming mode (via Edit > Trim...). It, however, works just fine and doesn't force you to recompress the saved region, unlike many other, even extremely expensive tools / video editors.
