locked iphone 4s in a venzuelan network

hi everbody,i buoght my iphone from craigslist the guy told me its AT&T unlocked,but as soon i activated my t mobil sim card phone never worked i went to appel store they told me its locked from a venzuelan company or network,phone doesnt respond to jailbreaking either i dont know what to do,maybe its blacklisted if so how can i know?and is it possible to unlock it?i found the guy sold it to me i called the cops they didnt do anything.because i have no prouf that i bought it from him cuz we meet ina public place and i paid him cash.please help

Those are for AT&T iphone unlocks.
Not for a venezuelan carrier.
OP, sounds like you got taken.
Next time try to activate it and use it with your sim. If it doesnt work then walk away from all the BS.
