Getting a new iPod and my new laptop doesn't have all the music on my current iPod.

Can anyone recommend a good iPod to PC software? Don't mind whether it's free or if I have to pay, just want one that will get all my music to the new laptop so I can re-sync it to the new iPod.

Simply go with iTunes. This one will be more suitable to transfer files from PC to iPod.

You should try Sharepod, It's available for both Mac and PC. I know some of the other programs that do this can change all the file names but Sharepod seems to keep everything the way it was in your iTunes library.
