iPad 3 charging so slowly

From what I've read, ten percent per hour is normal for the iPad 3. Has a much larger battery than the iPad 2.

If you happen to have an older iPod or an iPhone 3G/3GS, make sure to use the right charger. The iPad charger says "10W USB Power Adapter" at the bottom, while the iPhone/iPod charger says "iPod USB Power Adapter". It will load your iPad, but at the rate that you're describing.
