So it seems that 10.9 will come with XCode 5.0 and get rid of llvm-gcc altogether.

It says on XCode 4.6 that it'll be the last XCode version which supports llvm-gcc. So all compiling from now on will be made on clang. And I'm assuming Apple will call the new XCode 5.0, not 4.7 due to cutting ties to the gcc architecture altogether.

this must be a pretty big move, no?

is it going to make projects such as macports or fink harder to maintain?
