iOS actually IS Vista.

Windows NT 6.0 was renamed to Vista for the public. AKA Micro$oft's 6 major release of their OS. iOS 6, the 6th major release of iOS. Coincidence?

And Windows 7 is actually version Windows 6.1. It's well known that Windows 7 vastly improves on Vista. Maybe iOS 6.1 will vastly improve on iOS 6.0, but unlikely.
