iTunes 10.6.3 doesnt ask for restore as new?

I was going to restore my 4S as a new phone, but iTunes doesn't ask for a restore as new. It just asks for a restore, then asks if I want to back up the device. I don't see anywhere on iTunes to back up as a new phone. Does anyone else have this problem with iTunes 10.6.3?

It'll ask after the restore is completed.
