Backup, restore it, and see if it's still unlocked.
(Also Apple is the one that locks the iPhones, so when someone requests an unlock [even if it's AT&T], they send a request to Apple to do it)

It's also only for phones purchased on 1/26/13 or later. AT&T isn't going to re-lock phones already unlocked.
