Is it possible to still access iTunes and applications store without having to join iCloud?

Why not? I have had a iTunes account for years.
So my iPhone is useless and my mac book is useless and iTunes is useless.

What do you mean by "Join iCloud"? To use the App store and iTunes, you need an AppleID. You don't have to use an iCloud e-mail address or use any of the iCloud services.

We gave my brother my wife's old iPad and we set up his iTunes/AppStore account using his AOL account. He uses nothing in iCloud.

OK, my iTunes account is through AOL.
And my mac book and version of iTunes pre date the existence of iCloud.
Basically I can not update my operating system any more.
I just want a couple of applications ( sorry apps )
I guess my iTunes will never recognise my iPhone floor
