iPhone 4s (6.1.3) unlock

I am sure that this question has been asked before but cannot find it if it has. I want my iphone 4s 6.1.3 unlocked. I am with O2 at present but do not want to use them to unlock it. What are the options? I paid Jailbreak Unlock after I was told that they could unlock 6.1.3. After paying they then said that they could not unlock it. I am getting my money back. I now no longer trust anyone but there must be someone out there who can do it, isn't there?
