I want to keep around a lot of custom colors. The 14 boxes at the bottom of the color inspector isn't really enough for me. Can I add more?

If you're talking about photoshop, I believe you can but you need to tell people what app you're talking about and what version.

No, iWork actually. I think the color swatches is a system thing that OS X controls. Otherwise, how could all these different apps use the same set of color swatches?

If you switch to one of the different "modes" at the very top of the Colour Inspector, you'll see there are many different ways of choosing colours, not just the Apple palette.
You can specify RGB or CMYK percentages, or use a colour wheel, or several other types of control.

I know that. I'm talking about the bottom strip where you can put your custom colors. There are 14 spaces there to add custom colors. I was wondering if I can add any more?

Drag the bottom edge of the Color Picker down.
