Mail v7.0 (1816) not working

ok I updated to Mavericks and Mail is not working anymore

Prefs->Accounts has also some graphic errors (see attached file)

And I can not use Mail, the window doesn't respond.
And sometimes Mail crashed with an error message.

Currently, I feel like a beta-tester.

Is this the new Apple way? Cheap buggy software?
