Can you only do Collaboration when both people are in iWork for iCloud (iCloud.com)? When I am in iCloud.com and so is the person I am sharing the document with, everything works. But if I try to do the same thing when I am in the Pages.app on my Mac, it doesn't work.

Well, I would think the difference is that iCloud enables real time collaboration through the website. The simple fact that your Pages.app isn't constantly saving like the site would stops real time collar through your app. They may change this, but I doubt it.
