Need help please iphone disabled

My Att iPhone 5s is disabled. My iPhone was activated when I purchased it at target. I then took the sim out and put it in my 5c to use until my case came for my 5s. I had put a pass code and set up touch id also. I had it powered off until my case came today. I powered it on today and put in Passcode but it didn't take. I did it a few times and now it's disabled. There is no sim in it still. Should I put my sim in if that makes a difference? At this point would I need to do a dfu restore via iTunes? I'm at least trying to get it to the activation screen to enter in my SSN od something to set it up again. Any help would be appreciated. Thanks !
