Okay, first of all, what complete and utter moron thought to himself "If people delete a playlist from their phones, it should automatically, irreversibly delete from their computers too. That's what people will want".

Anyways, is there any way to change it so that doesn't happen?

I'm not sure if you figured this one out yet - I 'localize' the playlists I care about by putting an ineligible track in them. My preferred one is a super low bitrate mp3 of silence.

This has its limits, I'm finding. But it is a nice way to make sure that there is a copy that won't get easily touched by iCloud.

I think turning on "manually manage your music" will disallow the automatic syncing of changes.
