Baterry percantage jumping after respring?

Does anybody know what causes my baterry percantage to jump after i respring my iphone 4 ios 6.1.3 untethered? Like i'll have 97% then it'll drop a percent every 3 min while using safari. I close my apps, respring it and my iphone's percantage jumps to 100% again. Btw the battery lats more for some reason after respring
