Looking at purchasing a 13 inch retina MBP for Uni- studying for another four years so I want something that will last and won't slow down too much.

With that in mind is it worth going from this...

16GB 1600MHz DDR3L SDRAM

Obviously much better specs but would they make that much difference if I'm not using and video editing or graphic intense programs?

Nope. The CPU upgrade on the 13" is totally insignificant since the processors are all dual core. You'll be hard pressed to use anywhere near 8GB RAM without running specialized programs. If you are willing to spend ~$2K, the base 15" offers much better value for your money (quad core i7 processors, larger screen, significantly more power for higher end applications).
