Having an iMessage Problem

When ever I try to send a picture over iMessage from any of my devices (Mac, iPad, iPhone) I get a failed to deliver message. My devices are running OS X 10.9.2 and iOS 7.1 respectively. I've tried deactivating and reactivating iMessage and I've tried sending pictures of cellular instead of wifi. None of this has seemed to fix the issue. Every once in a while the picture will go through even though it gave me a failed to deliver message.

Has anyone else had this issue
