Will the graphics card in this Mac Mini from 2006 or 2007 running Snow Leopard be capable of running one of the early 30-inch Apple Cinema Displays?

You could, but it would only support a resolution of 1920x1200. To run an ACD at full resolution, you would need a mini equipped with a mini-displayport output.

so will the 30-inch running at only 1920x1080 look really bad?
