No, you can only restore to the currently signed firmware. That is 7.1.1 and 8b1 if you're a developer only.

TinyUmbrella hasn't worked for restoring since iOS4 days

No way to preserve the jailbreak. Have some patience?

i don't have a jailbreak and don't want one. I do want to downgrade from iOS 8 to 7.1.1

I tried the normal restore approach and it failed. I also tried DFU mode restore and that failed.

Can you really downgrade to 7.1.1 and if so, how?

I don't recall the exact text now, but something like "the device is not eligible for the build."

my iPad air is a model A1475 and I used this ipsw.

iPad4,2_7.1_11D167_Restore.ipsw

EDIT: solved it. that ipsw is iOS 7.1 and it mattered. But this was the only link at developer.apple.com. Instead I downloaded iPad4,2_7.1.1_11D201_Restore.ipsw and now the restore is... well... restoring
