I have an iPhone 4S with a non-responsive touch screen I've tried replacing the digitizer twice, with no luck. I got my hands on another iPhone 4S form CraigsList basicly for free, with the one catch that it is blacklisted. Is there any way I could interchange the parts to have one working phone?

You could try swapping the logic board from the broken screen 4s to the blacklisted one. However if the reason the screen isn't working is because of the logic board, then you'll just have gone around in a circle. Try to verify why the screen doesn't work, maybe using the one from the other iPhone. Perhaps you used a bad part in the digitizer replacement.
