With Apple TV it is easy to access Netflix/Hulu from abroad. You can input the DNS settings manually and then pay your subscription via iTunes.

Does any other device offer a similar solution? Does the Chromecast work with Netflix and if so does it allow for the subscription to be paid via Google Play?

What about Amazon's Fire TV?

Neither Chromecast nor Roku allow that at this time. Chromecast only allows for AirPlay-like streaming of apps from other devices (smartphone or tablet) and Chrome browser pages from pc/Mac, by itself, it's pretty useless. Separate Hulu & Netflix accounts are still necessary.

Unfortunately, I cannot say about Amazon Fire, I have no experience with that device.

Has anyone tried Fire TV? Is it a viable alternative to ATV when only using the box for Netflix?
