My encrypted time machine external hard drive is showing 2 partitions. One partition is an unencrypted 16MB partition and the other is an encrypted partition where my backup exists. Is this normal? Why did 2 partitions get created when I encrypted my backup?

It is not two partitions really, that is just how encrypted core storage volumes show in Disk Util. Same reason you see Macintosh HD there twice instead of the drive brand name then the Macintosh HD below it like normally (without Filevault).

If you enter "diskutil cs list" (without quotes) in Terminal it will give you a display of the volumes and it will make more sense to you.
