I just received a new iPad Air for work and also have 2 step verification associated with my iCloud account. I set up the new ipad under a completely new iCloud account and then logged into the App Store using my verified Apple ID that has 2 step verification. The work ipad allowed me to download my Apps without verifying my account. All I did was sign in and put in my PW. Doesn't Apple send a text message like Google to verify who I am before allowing me to start downloading apps off my account?

Okay, I guess that's somewhat helpful. So basically, as long as I have a username and pw, I can gain access to my apple account through any iPad or iPhone without Apple protecting my account using 2-step verification.
